Why change the inspection framework?

The framework usually changes every four years but when
Amanda Spielman took up the post of HMCI she wanted to
take more time to make any changes. As a result, four years
was extended to five.

It was acknowledged that the previous inspection framework
had become over-dependent on outcomes and published
data.

This pressure meant that the focus was on SAT results, which
was not in the pupils’ best interest.

This also resulted in increased teacher workload, and Ofsted
recognise that there is an issue in teacher recruitment and
retention.
